The point is/was that Hezbollah has power – it has a few representatives in government. No control.
Hezbollah has a military wing. They recently ran joint missions with Iran and Iraq to help Syria get rid of ISIS. Responsibility! Aside from that a bit of sabre rattling at the border with Israel and nothing else.
